Announcement
The International Workshop of the COST action IC0802 will be held from the 15th till the 17th of June 2011 at the Graz University of Technology (TU Graz), Graz, Austria, co-located with ConTEL 2011, organised by TU Graz and University of Zagreb, Croatia.
Objective
The objective of the workshop is to present the mid-term results of the COST action IC0802 "Propagation tools and data for integrated Telecom, Navigation and Earth Observation systems" to an international auditorium present at ConTEL 2011. Dissemination is an important task in EU framework programmes and COST actions. The workshop is also highly relevant for activities within the ITU-R Study Group 3 “Radiowave Propagation”.
This COST Action IC 0802, inaugurated in 2008 with the ESA Workshop on “Radiowave Propagation Models, Tools and Data for Space Systems”, aims at developing a coordinated set of models, techniques and data related to the radio channel in order to improve the design and performance of Global Integrated Networks which will include in the near future Telecommunication, Navigation and Earth Observation systems and services (see IC 0802 description).
The workshop will offer an interdisciplinary forum for scientific advances related to channel modelling for mobile Satellite communication and Satellite Navigation systems, for radio-communication systems operating from L up to W band, for free-space optical systems and airborne terminals.
In particular, the workshop is also aimed to present and coordinate research activities for current and future propagation campaigns and more in general for all the data required for propagation prediction like Ground and Space-Borne Remote atmospheric sensing data, Numerical Weather Prediction products and on the experimental techniques for data processing and analysis.
The IC 0802 workshop will be integrated within the regular ConTEL program. The workshop will be splitted into four sessions, following the four Working-/Study-Groups of IC 0802, as described below. The four sessions of the IC 0802 workshop will be scheduled in a track parallel to ConTEL technical sessions.
Workshop contributions are invited, with two possible publication channels:
1. ConTEL 2011 conference proceedings: Contributions to the workshop aiming for publication in the ConTEL 2011 proceedings must be submitted through EDAS under the respective track. Such contributions will be peer-reviewed and treated in the same way as the papers submitted to the general conference. Accepted contributions will be included in the special section within the conference proceedings. See Authors section for details.
The deadline for paper submission has been extended to March 8, 2011.
2. COST internal workshop-only proceedings: Contributions not submitted through EDAS as well as those not submitted in time to allow the usual review process will only be available on an internal special COST workshop CD-ROM. The CD-ROM will also include the contributions included in ConTEL proceedings.
The workshop is also intended to give the opportunity to promote coordination and collaborative efforts of European (including EU, ESA and national projects) and non-European bodies for the ITU-R and for the World Radio Conference 2012.

Short Description of COST ACTION IC 0802
The title of the COST Action IC0802 is "Propagation tools and data for integrated Telecom, Navigation and Earth Observation systems", and the web site is located at http://www.tesa.prd.fr/cost/wg.html
The IC 0802 action is structured in 3 Working groups (WG) and 1 Study group for Measurements and Products (SGMP) and includes the following tasks and objectives:
- Provide comprehensive knowledge of the propagation media for the design of global interconnected systems, Global Integrated Networks
- Develop and recommend a coordinated set of channel models, channel assessment techniques and experimental data fore the design and operations of radio systems
- Architectures include: Mobile SatCom and SatNav systems, Radio systems operating from C to W band, Free Space Optical Systems and airborne terminals
- Interdisciplinary coordination for propagation modelling, measurements and data (propagation campaigns, meteorological data, ground and space-borne remote sensing techniques, Numerical Weather Forecast Data)
- Target R&D and Academic Organizations, National and International Agencies, Industry and Telecom Operators, Standardization Bodies
WG1, "Channel modelling for mobile Satcom and Satnav systems"

It deals with mobile satellite communication and satellite navigation systems at L-, S-, and C-band but it extends also towards Ku and Ka band. It is also directed towards mobile terrestrial applications especially for the purpose of navigation and terrestrial gap fillers. The activities are focused on local environment modelling, including urban and suburban, vegetation effects and satellite-to-indoor. The modelling is complemented by SW development, analysis of mobile campaigns and the exploitation of MIMO technology.
WG2, "Channel modelling for radio systems from C to W band"

To study the influence of propagation on multimedia radio systems at high frequencies for fixed or mobile terminals and on Earth Observation systems (mainly atmospheric). The main focus is on C and Ku band for high-availability systems, Ka-band for access systems, Q/V band for backbone systems and Ka and W-band for space exploration. Ku and Ka bands are also of interest for future satellite to mobile services. It addresses tropospheric propagation models, Fade Mitigation/Channel Assessment techniques.
WG3, "Channel modeling for terrestrial free-space optical systems and Airborne Terminals"

Free Space Optical links provide "last mile" solutions for access networks and are emerging also for inter-platform links, (e.g. High Altitude Platforms (HAP) or Unmanned Aerial Vehicle (UAV). All these systems are severely affected by atmospheric effects (gases, fog, aerosols turbulence) and they have to resort to mitigation techniques (adaptive optics, spatial/wavelength diversity, adaptive coding). Channel modeling for Airborne SatCom (including Air Traffic Management systems and Multimedia systems for airborne terminals) deals with specific platform and mission issues (dimensions/mass limitations, Interference/regulatory/Safety, Doppler, etc.).
SGMP, "Specific Group on Measurements and Products"

This WG is "transversal" to the others, in order to perform interdisciplinary development and coordination on data and measurements, including the planning and the execution of collaborative new campaigns. It addresses: Propagation campaigns, Atmospheric Remote sensing techniques, Earth Observation products and Numerical Weather Prediction data.
